The Technical Program Manager will lead the transformation of a core banking platform from legacy mainframe systems to modern technology, ensuring alignment between IT delivery and business objectives. This role involves program leadership, vendor management, risk and compliance oversight, and collaboration with business stakeholders for workflow redesign and operational readiness. The manager will coordinate technical integrations, manage cutover activities, and support change management within a regulated financial environment.
Role Overview
We are seeking a Technical Program Manager (TPM) to lead the IT delivery program for a complex core banking conversion from a legacy mainframe environment to a modern core platform (e.g., FIS, Fiserv, Corelation KeyStone). This is a transformational initiative impacting teller systems, deposit platforms, and future analytics capabilities.
The current environment lacks basic data structure and a Master Data Management (MDM) strategy; customer data is still stored on green-screen systems. This role will not perform hands-on data conversion, but will ensure technology delivery aligns with business objectives. The TPM will represent the bank’s interests, working between the System Integrator (SI), core vendor, and internal IT teams, while partnering closely with business leaders who own workflows and outcomes.
Key Responsibilities
Program Leadership
- Own the IT program delivery: roadmap, governance, budget, and executive reporting.
- Act as the bridge between business and technology, ensuring IT solutions support redesigned workflows and business outcomes.
- Manage vendor and SI relationships, ensuring contractual deliverables and alignment to program goals.
- Establish risk management, audit controls, and regulatory compliance frameworks for technology components.
- Ensure core platform implementation aligns with business requirements for deposits, loans, teller systems, and digital banking.
- Oversee integration architecture (API gateways, middleware, messaging) and ensure interoperability with existing and future systems.
- Coordinate IT dependencies for CRM, LOS (e.g., nCino), payments, and digital channels.
- Collaborate with business leaders responsible for workflow redesign, customer experience, and operational readiness.
- Translate business requirements into technical deliverables and ensure IT teams execute accordingly.
- Support change management and training initiatives by providing technology insights and readiness updates.
- Oversee IT readiness for mock conversions, parallel runs, and cutover weekend, ensuring infrastructure, integrations, and support models are in place.
- Lead command center coordination during go-live for technology components.
Qualifications
Required
- 10+ years in technical program management within financial services or regulated environments.
- 5+ years leading core banking conversions or major platform migrations.
- Strong experience managing vendors and SI partners for large-scale technology programs.
- Deep understanding of mainframe environments and modern core platforms (FIS, Fiserv, Corelation).
- Proven ability to align IT delivery with business objectives in complex, multi-stakeholder programs.
- Excellent communication and stakeholder management skills.
- Familiarity with API integration, data governance principles, and digital banking ecosystems.
- Knowledge of FFIEC, SOX, NACHA, and other regulatory frameworks.
- Certifications: PMP, PgMP, SAFe, ITIL.
