The Claims Advocate manages complex municipal liability and executive claims within a self-insured risk pool, ensuring compliance with policies and regulations while providing guidance to member entities. How you'll make an impact
The Claims Advocate is responsible for managing all claims for assigned municipal members within a self-insured risk pool, ensuring proper administration and resolution in alignment with pool policies, municipal regulations, and industry best practices. This role serves as a key resource for member entities, providing guidance and oversight on complex claims. The position requires regular travel to member locations and attendance at board meetings to present claim updates and strategic recommendations.
Key Responsibilities
- Manage complex municipal liability and executive claims, including Directors & Officers (D&O), Employment Practices Liability (EPL), Cyber, Errors & Omissions (E&O), Crime, and Fiduciary.
- Review, report, and coordinate claims with excess carriers and reinsurers.
- Collaborate with municipal representatives, brokers, and attorneys on policy interpretation and coverage issues.
- Maintain strong relationships with member entities, board of directors, carriers, and legal counsel.
- Provide timely and accurate claim status reports to the board of directors and participate in board meetings as required.
- Stay current on statutory, regulatory, and common law developments impacting municipalities; communicate updates to members.
- Attend training sessions and industry conferences to maintain expertise and product knowledge.
- Ensure confidentiality and compliance with pool governance policies.
- Oversee reserving practices, litigation guidelines, and defense counsel engagement.
- Drive early resolution strategies and act in the best interest of the pool and its members.
- Evaluate defense counsel performance annually and recommend adjustments as needed.
About You
- Bachelor's degree or commensurate experience
- 5 years' related experience in claims; 2–4 years of experience managing municipal or executive liability claims, or relevant law firm experience.
- Solid understanding of claim and coverage issues.
- Willingness to travel regularly to member locations and attend board meetings.
- Recognized insurance designations a plus

- Ability to lead discussions confidently with municipal leaders and boards.
